China does not apply a uniform approval process to fertilizer products. Depending on formulation and product type, international suppliers must follow one of four distinct regulatory routes. Correct identification of the applicable pathway is essential to avoid delays, additional costs, and compliance risks.
1. Registration Exemption — Conventional Fertilizers
The following products are generally exempt from fertilizer registration:
- Urea
- Ammonium sulfate and ammonium chloride
- Ammonium nitrate
- Monoammonium phosphate (MAP) and diammonium phosphate (DAP)
- Nitrophosphate and superphosphate
- Potassium chloride and potassium sulfate
- Potassium nitrate
- Monopotassium phosphate (MKP)
- Single micronutrient fertilizers
- High-concentration compound fertilizers
Exemption does not eliminate compliance obligations. Products must still conform to relevant Chinese national or industry standards, carry compliant Chinese-language labels, and contain no additional functional additives such as humic acid.
2. Filing Administration — Selected Water-Soluble and Other Fertilizers
Seven categories are subject to filing requirements:
- Water-soluble macronutrient fertilizers
- Water-soluble fertilizers containing calcium and magnesium
- Water-soluble micronutrient fertilizers
- Agricultural-grade magnesium potassium sulfate
- Agricultural-grade magnesium potassium chloride
- Bulk blending fertilizers
- Compound fertilizers
For overseas manufacturers, these products follow the unified Overseas Product Filing procedure administered by the Ministry of Agriculture and Rural Affairs (MARA).
3. National-Level Registration — Specialty and New-Type Fertilizers
Products outside the exemption and filing categories may require formal registration. National-level registration, approved by MARA, applies to products including:
- Water-soluble fertilizers containing humic acids
- Water-soluble fertilizers containing amino acids
- Organic water-soluble fertilizers
- Slow-release fertilizers
- Microbial inoculants
- Soil conditioners
- Other products designated for national registration
4. Provincial-Level Registration
Certain products fall under provincial administration and are approved by the relevant provincial agricultural and rural authorities. Examples include:
- Organic-inorganic compound fertilizers
- Rice nursery fertilizers
- Other products designated for provincial oversight
While domestic products may be processed at either national or provincial level, all overseas products requiring registration are reviewed exclusively at the national MARA level. Applicants should prepare for field trials, safety testing, and comprehensive technical documentation. Registration certificates are typically valid for five years.
Implications for International Suppliers
China’s fertilizer regulatory framework is product-specific rather than uniform. The applicable pathway differs substantially depending on whether the product is a conventional commodity fertilizer, a water-soluble fertilizer, a specialty formulation, or an organic/microbial product. Early and accurate classification of the product category remains critical for efficient market entry.
